Follow Up Forum on Training Needs Analysis

The Barangay Mentors Society (BMS) led by the Barangay Council of Tortugas convened at the Audio-Visual Room, Tortugas Elementary School last May 22, 2015 to further discuss the development of a community program suited to the needs and strengths of the barangay. With the comprehensive result of the SWOT analysis and the responsive approach of both the barangay council and mentors last February 4, 2015, Dr. John Ryan C. Dizon and Ms. Ria-Ann L. Dizon – both hail from Tortugas and are presently affiliated with the Bataan Peninsula State University – were able to present a strategic framework for the economic development of the Barangay.

The strategic framework presented is the result of integrating the visions of both the barangay and Balanga City with significant inputs from the SWOT analysis. Barangay Tortugas feels fully obliged to develop the Wetland Park as the center of economic development while maintaining a clear message to care for the environment. Meanwhile, the City’s vision for the emerging Balanga University Town 2020 also plays an important part for the formulation of the development plan.

Ms. Dizon presented two (2) priority areas and a 6-point agenda that is deemed to boost the economic status of barangay Tortugas hence the community development of the barangay as a whole (see Figure 1). The strategic framework basically highlights the two emanating strengths of the barangay as the priority areas – the Wetland Park as venue for economic development and the innate technological skills of the Tortugas youth. 

With the active participation of the members of BMS and the pro-active leadership of the Tortugas Barangay Council, everyone who attended the meeting feels positive towards the concept presented. Different projects sprouted from the framework presented and all suggestions were taken into consideration to be able to prepare for the 5-year development plan that will serve as one of the agenda for the next BMS meeting.
