Urbanizing the Barangay

With the theme of “Laying the Foundation of The Barangay Officials of the City of Balanga", two separate equipping programs were set by the City Government. These course of seminar and refresher activities aim to arm and prepare and involve all  barangay newly elected officials (BNEO) in accordance with the city government's program, both short and long terms as planned.

A Barangay Governance Seminar were attended by all Barangay officials last 24,25 of February 2011. Attendees were furnished with a lot of important informations about the major powers of the basic barangay. The Local Government code(LGC) of 1991which mandates the establishment in every LGU of an accountable, efficient, dynamic organizational structures and operating mechanisms that meet the priority needs and services requirement of the communities.
The Local Government Code of 1 991 which allocates more powers and functions, responsibilities and resources among LGUs such as
1. Powers and duties of the Punong Barangay – Section 389 (b) of LGC 
2. Powers and duties of the Sangguniang Barangay – Section  390 (b)of LGC 
3. Duties of the Barangay secretary – Section 394 (d) 
4. Duties of the Barangay Treasurer – Section 395 (d) 

Guideposts to Barangay Good Governance(MC2010-122) which talks about the quality of an honest, straight barangay(Transparency); a barangay which readily reacts and replies on people's needs and concerns(Responsiveness);  a responsible barangay(Accountability); and a barangay which involves itself and shares in the common goals of the other barangay(Participation). 

Other matters touched were Barangay assembly that LGC mandates barangay Council to give administrative reports sometimes March and October of calendar year and Barangay Budgeting, which is about allocating money for particular purposes along with proposals for how to meet them.


The other activity was the Lakbay Aral  held in Baguio City in 27 March to 1 February 2011 just in time for the Panagbenga or the Flower Festival. One feast best watched around the world is this festival and what a way to get a fresh wind, new idea in promoting and advertising our respective  barangays, thus what is real and true in our barangay be expressed, be done creatively to attract others.
