Comprehensive Barangay History

In almost nine (9) years that Barangay Captain Victor A. Baluyot Jr and members of his councils (2008-2013 to 2013-2016) had served, much can be said. The notable accomplishments from infrastructure to numerous real life changing programs can be truly called achievements as goals had definitely been achieved! Barangay Tortugas has evolved and has marched into a very changed community


History of Barangay Tortugas

The story was told that a small island was the nesting haven to a very large number of tortoise (PAWIKAN), during the Spanish time. Tortuga, being the Spanish word for tortoise was then given to name this Isle which then evolved to Tortugas.

Many years ago, Tortugas, the Ibayong Munti, formed part of Puerto Rivas, the Ibayong Malaki. They were linked by a wooden bridge during the incumbency of the 6th Governor of Bataan, Maximino Delos Reyes. This old link was changed to a concrete bridge during the incumbency of Pedro R. Dizon, the 23rd Governor of Bataan and was called the Catalino Dizon Bridge. While it was the works of Medina Lacson de Leon, The First Congresswoman in the Philippines, were instrumental in building the roads in Tortugas. And later, through the concerted efforts of all the other subsequent governors and congressmen of Bataan that Tortugas remains a progressive barangay up to now.

Behind the great existence of Tortugas were its equally great leaders. They were then addressed as “Teniente Del Barrio”, “Kapitan ng Barangay” today. They were:

Today, the usual means of livelihood in Tortugas is fishing, fishpond management, and mass production of dry fish (daing and tuyo), smoked fish (tinapa), and shrimp paste (bagoong alamang). Many of the residents are public/private office employees. Some are working in the various branches of the government. While others opt to work as OFWs or have migrated abroad/overseas, many who remained venture into business. With a population comprising 605 families numbering 2,641, some 2,300 or more are enrolled voters. Its main dialect is Tagalog.

There’s this one unnoticeable area in Tortugas which was cleared of the thickened mangroves during the time of Punong Barangay, Domingo Dizon Sr. This was reclaimed and was intended to be an extension of living areas for its residents. P.B. Dizon requested the then Mayor Teddy Alonzo to allot parcels of land to residents who didn’t own lots where they can build their homes. It was in the year 1986 that transfer certificate titles were distributed. This is the Promised Land. (Lupang Pangako)

The Tortugas Elementary School is the sole public school in Tortugas. In February 22, 2001, Tortugas Learning Center for Children was founded. This is being administered by the Tortugas United Methodist Church – now known as Medina Lacson de Leon Memorial UMC. Minuscule as it may be, Tortugas prides itself on how God-fearing its residents are. There are 4 places of worships here. These are the Roman Catholic Church, the Protestant Church (Methodist), the church of Iglesya ng Dios kay Kristo Hesus, and the AGAPE church. There is also the modern Health Center, the Day Care Center and the Barangay Hall.

The father and son tandem, the then Congressman Enrique “Tet” Garcia and Mayor Albert “Abet” Garcia, apportioned a budget of a couple of million pesos to reclaim another part of Tortugas water area made into a long stretch of boulevard which is now called BAY PARK. This Bay Park is now being frequented by its residents and its neighbouring barangay folks because

of its fresh sea breeze, the beautiful sea shorelines. Who could resists having their “pandesal” and “kape” to welcome the dawn...breakfast while welcoming the sunrise!


ACHIEVEMENTS AND ACCOMPLISHMENTS

Barangay Captain Victor A. Baluyot Jr. ,the modern day servant of this community, as was his father Victor Y. Baluyot Sr. Today, great improvements and developments are evident when you pay Barangay Tortugas a visit. Barangay Tortugas, is a multi awarded community and is very thankful for the vision and massive help of City Mayor Joet Garcia, Governor Abet Garcia and Congressman Tet Garcia.

1.    2015 - BARANGAY TORTUGAS: bilang pagkilala sa katangi-tanging pagganap ng barangay sa kanilang tungkulan at sa patuloy nitong pagpupunyagi na maipatupad ang mga programa ng Barangay at Lungsod tungo sa mahusay na pamamahala at alinsunod sa Katapatan at Kahusayan ng Pamahalaang Lokal. 2.    2015 - BARANGAY TORTUGAS: Bilang Nominado sa Pinakamahusay na Barangay sa “Risk Reduction Management” (Nominee for Champion on Risk Reduction Management)
        Para sa pagsusulong ng mga programang lilinang at magpapayabong sa napapanahong paghahanda at pagtugon sa anumang kalamidad upang mabigyang proteskyon at kahalagahan ang buhay at ari-arian ng kanilang nasasakupan laban sa mga sakuna.

3.    2015 - Barangay Tortugas: bilang Pinakamahusay na Barangay sa Pagpapaunlad at Pagsusulong ng mga Dakong Pang-turismo as Isang Bayan, Isang Produkto (Champion on the Development and Promotion of Tourism Sites and One Town, One Product)
        Para sa marubdob na pagkilala at pagpapaunlad ng dakong pang-turismo at isang bayan, isang produkto na siyang isa sa mga tagapagtaguyod ng ekonomiya at kultura.

4.    2015 - Barangay Tortugas: bilang Pinakamahusay na Barangay sa Pagpapatupad ng mga programa para sa Panglipunang Proteksiyon, Pagpapaunlad at Rehabilitasyon. (Champion on the Implementation of Social Protection, Development and Rehabilitation Programs)
        Para sa pagpapatupad ng mga gawain at proyekto na nagpapahalaga sa edukasyon at pagpapaunlad ng kalinangan ng mga kabataan sa mataas na antas ng pagkatuto at pamumuhay tungo sa katuparan ng Balanga University Town 2020.

5.    2015 - Barangay Tortugas: bilang Nominado sa Pinakamahusay na Pamamahala ng Basura (Nominee for Champion on Solid Waste Management)
        Para sa Pagsusulong nito sa ikalilinis ng kapaligiran tungo sa malusog na pamayanan sa kasalukuyan at sa darating pang henerasyon.

6.    2015 - Barangay Tortugas: bilang Nominado sa Pinakamahusay sa Pamamahala ng Pananalapi (Nominee for Champion on Good Financial Management)
        Para sa masinop na paghawak, maayos na paggamit at pagtatalaga ng pananalapi tungo sa pagpapaunlad ng komunidad kalakip ang malinaw na pagtutuos at pag-uulat niyo.

. The acquisition of the 1000Sqm piece of land this 2016 had the Barangay Council envisaged a number of future development projects. Today, a Multi Purpose Building now stands on the once vacant lot. This is one of the last projects of Barangay Captain Vic Baluyot.

ACCOMPLISHMENTS:

I. ENVIRONMENTAL MANAGEMENT

A. Solid Waste Management Program
1. Waste Segregation
2. Public Address (P.A.) system
3. Educational Campaigns and symposiums
Talks/Discussions being organized to tackle issue on proper waste management and how children can impart in this noble endeavor.

B. Clean and Green Program 

“ A clean community is a haven for the Soul”
This program involves the beautification of the barangay, tree and mangrove planting, assistance during the bird census activity, preservation and promotion through their local website, and establishment of Kaanib sites.

C. Mangrove area enhancement program 

    A program which aimed to enhance the mangrove areas of barangay Tortugas. Mangroves are not only important but crucial for the coastal areas as they played a vital role in stabilizing it that’s why they were known as the protector of shore-line. Planting of mangrove trees actually help in the the development of seawater agriculture and mariculture which is one possible contribution to averting the problem of carbon dioxide (CO2) in the atmosphere. Mangrove trees provide nursery grounds for fishes, and shrimps. Their falling leaves, through a complex food chain, provide food for a multitude of marine animal. The cost of maintaining a hectare of mangrove would just be a small fraction of what it can give to the environment.

D. Bird Census Assistance 

    An activity conducted every year at Barangay Tortugas, where migratory birds flocks around the coastal area of the community seeking refuge from their freezing inhabitants. Counters come into the community to count the number of feathery visitors during the first month of the year.

E. Local website 

    A barangay-owned and operated website established to provide significant information on the barangay’s profile and promotion to local destination and festivities.

F. Preservation and promotion of Wetland and Nature Park 

    Tortugas Wetland Park has already been identified as one of the top 13 Bird Watching Destinations in the Philippines by the DOTs Adventure Philippines Campaign. With this, massive efforts to preserve and promote its beauty have been exerted by the guiding spirit of Hon. Victor Baluyot


G. Barangay Kaanib Program 

    A program of the City Government adopted by the Barangay converting idle lands into vegetable gardens


H. Community clean up drives 

    An activity launched to encourage shared responsibility between the local council and its constituents where up keeping of the environment, de clogging of canals and beautification activities are being undertaken to maintain the cleanliness of the barangay.


I. Adoption of Ordinance Penalizing Acts of Vandalism

    Put into Effect the Resolution adopting the City Ordinance No. 97 Series of 2002 or the Ordinance Penalizing Acts of Vandalism in the City of Balanga.


II. PEACE AND ORDER 

    Peace and Order is a vital element of a community as it provides the inhabitants with the confidence that they are protected in their own homes and they have a viable place to live. By enhancing the performance of peacekeepers in conducting peace and order in the community through guided principles and trainings, the objective to achieve zero crime incidents, ensure public safety and effective conflicts conciliation are at hand.

A. Barangay Justice System 

It is a community-based dispute settlement mechanism that is administered by the basic political unit of the country, the barangay. It is mandated by Republic Act No. 7160 or the Local Government Code of 1991.

• Organized and rallied the Lupong Tagapamayapa Committee and crafted the complaints and redress procedures. 

• Ordered the enforcement of Community Policing Organization composed of the following:
1. Bantay Dagat;
2. CFARMC;
3. Baragay Tanod;
4. BPAT;
5. Super Tanod;
6. Green Brigade;
7. Barangay Mobile Patrol; Group;
8. School-Based Tanod;
9. Tanods Foot Patrol Group.

B. Barangay Governance Performance Management System 

    This is one of the best practices which are being done every Barangay Week Celebration which continually provide helpful trainings / updates to barangay leaders. These trainings further empower them to effectively serve their constituents.


• Instigated the conduct of the following seminar, trainings and workshops to harness the skills and knowledge of the Lupong Tagapamayapa Committee Members as follows:
1. Lecture on RA 9262 VAWC;
2. Peace and Order Forum: Joint Program of PNP and Barangay Tortugas;
3. Mediation and Conciliation Enactment Workshop;
4. Case Conference;
5. Barangay Public Safety Plan/ Prohibited Drugs and Effects/Open Forum; Provincial and City Government Program: Anti Drug Summit.

C. Batas Barangay, Lakip Ako (BABALA) 

    Bolster cooperation of the locality and awareness of barangay existing law and ordinances to ensure harmonious and peaceful community.


• Initiated the placing of No Smoking Signs in public places to strengthen the campaign against smoking.

• Instructed the placement of No Parking Signs in various places in the barangay that specifically interfere with proper flow of traffic.

D. Panalong Tulong at Serbisyo (PATAS)

    This is a program carried out to encourage people to bring complaints, misunderstandings, to the Barangay Justice for conciliation and to avoid taking complaints in the higher court.

• Placing Conciliation Quotes in crucial areas where many people can see and read, and also, encouraging opposing parties to settle matters peacefully

• Prop up the development and distribution of flyers to impart with every resident the vital information that there will always be a solution to any problem or misunderstanding with the assistance of the Lupong Tagapamayapa.

• Set off the idea of displaying pictures of the members of the Board in common areas so that residents will identify them, prayers and code of faith and conduct to feel the essence of forgiveness.

E. Maayos na Seguridad ang Dapat (MASID)

    A program launched to assist in the identification of outsiders who would like to live in the Barangay and to be mindful of what is going around the community.

• Outsiders who wish to stay in the Barangay for one week or more were identified and were required to enlist their names in the barangay and through the initiative of Hon. Baluyot, he summoned the presence of the concerned person/s in order to properly determine one’s background and purpose of staying the community.

F. Ako at ang Barangay ay Yaman (AKBAY)

    A program envisioned to encourage the people of Tortugas to become ambassadors of the community, and as active partners in implementing other barangay program according to its mission and vision.

• Taking the front seat, Hon. Baluyot with the help of the Barangay Council, work hand in hand to settle any disputes and during the time of mediation/conciliation, hoped to put things into right order. They also make sure to request for the commitment of the concerned parties and for them to realized their mission and vision. They ask the concerns to put their commitment into writing as their pledge to the community.

G. Enactment of Speed Limit Ordinance across Barangay Tortugas

    This ordinance was passed to avoid frequent accidents involving fast motorists within the community which often involve single motorbikes and tricycles.

• Enacted the 20 kph Speed Limit Ordinance across Brgy. Tortugas to ensure public safety and instill the sense of responsibility to motorists and other street users. Through the leadership of Hon. Baluyot, the strict enforcement of this ordinance lowered the incidents of vehicular accidents in the Barangay.

H. Ratification of Resolution No. 13-017 to construct more road humps in M. Delos Reyes Street

    This resolution was endorsed to ensure the safety of the pedestrians to accident-prone areas in the barangay through the construction of more road humps.

• Affirmed the Implementation of Resolution No. 13-017 where he initiated the construction of more road humps in M. delos Reyes Street to ensure the Safety of the Community against Fast-Moving Vehicles.

• Designated Tanods who will facilitate traffic and assist the pedestrians, particularly the children and the senior citizens while crossing the street.

I. Resolution imposing Curfew for Minors

(Resolution adopting the City Ordinance No. 18)
Minors under 18 years of age are prohibited to loiter in the streets from 10:00 p.m. to 4:00 a.m. when parental supervision is not present.

• Implemented the Resolution adopting the City Ordinance No. 18 which Implements Curfew on Minors under 18 years of age in the City of Balanga since criminal activities and high-risk behaviors are more likely to occur in the evening when parental supervision is not present.

• Has designated “tanod” who will conduct regular monitoring and inspection all throughout the curfew period to ascertain untoward incidents and who also provided him with reports for his evaluation.

• In case of violators, he requested the presence of the concerned guardians or parents to give their explanation.

J. Street Lights Installation


    Installation of lighting units in the streets to ensure public safety.

• Put up Continuous barangay lighting efforts for better community security.

• Hired a certified electrician to ensure the maintenance of the street lights.


III. SOCIAL SERVICES

    This includes the delivery of basic services in the promotion of the general welfare of the people. Continuous promotion of active and transparent community involvement and multi-sector partnership in pursuing the development of Barangay Tortugas through various activities is on the priority list of Punong Barangay Vic Baluyot which composed of the following social services he initiated.

A. Holds and sponsors Kasalang Bayan to address the issue of financial constraints hindering couple unions through matrimony

• Spearheaded the celebration of the Kasalang Bayan by coordinating with the Local Civil Registrar’s Office and encouraging the couples living together to participate in the free mass wedding.

B. Coordinated with the concerned authorities the conduct of Barangay-wide Animal Vaccination Campaign to totally eradicate any rabies incidence

• Promoted Barangay-wide Animal Vaccination Campaign to hold campaign against rabies.

C. Spearheaded the Feeding Program for Day Care students to combat malnutrition among children

• Instigated the Feeding Program for Day Care students to combat malnutrition among children.

• Established a good working relationship with health, agriculture and community on issues related to nutrition.

D. Barangay Educational Support

    Served as the forefront in the distribution of school supplies to primary level students on 2013 and 2014 to respond to the educational needs of students from impoverished background. Distribution of school uniform to day care and Elementary students on 2010 up to present

• Directing the Barangay Tortugas Council through the sponsorship of Tomas del Rosario College Batch 1988 alumni, Brgy. Capt. Baluyot led the distribution of one hundred (100) school bags and school supplies to first and second grade students of Tortugas Elementary School in 2013.

• Initiated in 2010 the annual school uniform distribution program. Brought about the School Uniform Distribution to help students from impoverished backgrounds acquire suitable clothing for their schooling regardless of their parents’ political affiliations. It is done annually to assist the under privilege families mend their children’s school needs and to eliminate issues over attire.

E. Lead the construction of new Barangay Hall on year 2010 to better cater the needs of their constituents through a conducive environment where they can comfortably transact their official business with the barangay council.

• Initiated the Construction of new Barangay Hall from Most Outstanding Barangay Award Fund acquired in 2009.

F. Upgrading of Sitio Quesada and M. delos Reyes Street artesian wells on year 2011 to provide residents with better resource of potable water.

• Spearheaded the Upgrading of Sitio Quesada and M. delos Reyes Street artesian wells from the 20% Barangay Development Fund.

G. Construction of bamboo path walk at Lupang Pangako Phase 1 and 2 on year 2011 to give residents a safer channel of mobility.

• Facilitated the Construction of bamboo path walk at Lupang Pangako Phase 1 and 2 from the 20% of the Barangay Development Fund.

H. Drilling for the Barangay Water System on year 2011 to provide residents with better resource of potable water.

• Worked up the Drilling for the Barangay Water System from the Most Outstanding Barangay Award Fund to provide residents with better resource of potable water.

I. Rehabilitation of Canals 

• Plotted the Canal Rehabilitation from the 20% Barangay Development Fund and other funding came from other sources such as the city of Balanga 20% fund and provincial fund

J. Local Fire Brigade and out-of-School-Youth Fire drill Training

    On year 2012 up to present equip residents with the proper training on injury and casualty prevention in times of natural disasters and calamities

This is a Fire brigade training consist of TANODS and OSY volunteers and dubbed it as “FIRE DRILL” conducted by the Barangay Peace and Order Committee headed by the hardworking Hon. Baluyot twice a year since 2012 up to present.

• In order to prepare his constituents in Brgy. Tortugas in times of natural calamities and disasters and equip them with sufficient knowledge on how to prevent injuries and casualties during those scenarios, Brgy. Capt. Baluyot initiated brigade training in the community, with all households encouraged to participate. Also, in order to utilize the capacities and creative capabilities of out-of-school youth in the community as well as to encourage them to participate in productive activities that will develop their inner potentials even if they are not in the classroom, Brgy. Capt. Baluyot had them lead the residents in the drill.

K. Repair of sea wall

    On 2011 and 2013 the sea wall was repaired to reduce the risk brought about by force majeure.

• Instigated the Repair of sea wall from City Calamity Fund.

• Immediate coordination with the higher authorities is the secret in the urgent respond in the needs of Barangay Tortugas particularly in the construction and infrastructure projects.

L. “Creating the Barangay Smoke-Free Task Force” on 2011 to promote healthy lifestyle in the community.

• Approved the Executive Order No. 01, Series of 2011, “Creating the Barangay Smoke-Free Task Force” to promote healthy lifestyle in the community by monitoring the use, sale, distribution, and advertisement of cigarettes and other tobacco products in certain places within the barangay.

M. Reconstruction of the Lupong Tagapamayapa Headquarters on year 2013 to address the problem on residents’ disputes and quarrels.

• Initiated the Reconstruction of the Lupong Tagapamayapa Headquarters to address the problem on residents’ disputes and quarrels.

N. Establishment of Barangay Tanod’s Office on year 2013 to address the need for an established barangay outpost that will protect the well-being of the residents.

• Prompted the Implementation of Resolution No. 13-004 or the Establishment of Barangay Tanod’s Office to address the need for an established barangay outpost that will protect the well-being of the residents.

O. Construction of Hand Rails for the School Stage of Tortugas Elementary School on year 2013 to protect school children from accidental falls and injuries.


• Spearheaded the Resolution No. 13-006 or the Construction of Hand Rails for the School Stage of Tortugas Elementary School to protect school children from accidental falls and injuries.

P. Employment Opportunities

• Through his relentless collaboration with the Public Employment Services Office-Balanga City chapter, Brgy. Capt. Baluyot, Jr. welcomed delegates from different agencies looking for employees and led a hundred (100) job seekers in the barangay to apply for various jobs being offered without leaving the community, thus making them save their time and money while at the same time, finding jobs most suited to their capacities.

R. OSY Empowerment


• Through the leadership of Brgy. Capt. Baluyot, Jr., free livelihood training program were given which aims to teach OSY livelihood programs that will help them earn money even if they are not employed and are just staying in the comforts of their homes.

• Spearhead the Pre-employment trainings to provide Out-of-School-Youth appropriate trainings in job applications thus increasing their opportunities to be hired.

IV. ECONOMIC DEVELOPMENT


A. Legitimate Organized Group or Samahan ng mga Mangingisda ng Tortugas 

    A legitimate Organized Group composed of marginal fishermen which aide them and their families with another source of income and provided them with opportunities to borrow with initial capitals and other loans as well as grants

• Comprised of fisher folks of Barangay Tortugas, Hon. Baluyot lead the group to be registered to DOLE to have a legal personality

• Fishing being the primary income source of Brgy. Tortugas residents, Brgy. Capt. Baluyot devised a way in order to provide the fishermen and their families another source of income through the establishment of a barangay cooperative dedicated mainly for marginal fishermen. Aside from giving them the opportunity to borrow initial capitals and other loans, the cooperative also serves as an effective means through which the fishermen and their families can save their money in without the hassle of leaving the community to open up accounts in local banks.

B. Food Cart Distribution

    A program launched to provide alternative source of income to fishermen where they can sell their products at the Wetland park using the food cart during various festivities and celebrations

• Led the Distribution of food cart to residents with businesses in the barangay in 2012 to address the problem of unemployment

C. Set Up Continuous Support and Promotion of Barangay Business Establishments


• Had set up continuous support and promotion of Barangay Business Establishments through active advertisements using the local website and other forms of media.

• Locally made products were being advertised through trade fairs and public goods exhibition.

V. TRANSPARENCY AND GOOD GOVERNANCE 

A. Initiated the construction of common posting area of the Barangay Council


• Encouraging all sectors within the community in their dissemination of information regarding their institutions, Brgy. Capt. Baluyot, Jr. initiated the construction of a common posting area made from recycled materials in the barangay which everybody can utilize if they have important announcements to make to the residents of Brgy. Tortugas.

A Public Address System is at the disposal of everyone who needs for an efficient information dissemination within the Barangay. The PA System also proves to be an important tool for emergency procedures particularly in conveying warning and signals.


All the above mentioned achievements and accomplishments now form very impressive part of the Barangay history... a very good legacy for which the Barangay Council is so proud to leave to the residents. We've gone this far due to the unparalleled aids and support of the previous City Mayor Joet Garcia, Governor Abet Garcia and Congressman Tet Garcia. The members of the Barangay Council and residents of Barangay Tortugas give their highest commendation to the GARCIAS of the province of BATAAN.
